What the boundary covers

Region is decided by the endpoint you call, before any provider is selected.
If no in-region provider is available, the request fails. It never falls back outside the region.
Providers with an unknown region count as out of region.

What it does not cover

Router models like openrouter/auto are excluded on regional requests.
External web-search engines are rejected because those vendors process queries out of region. Native provider search still works on models that support it.
Some non-prompt account data stays in US systems.
